what is the customizing t-code in charm for releasing transport request in prod

Users are complaining that the SAP system shows a hour glass for a long time at the time of logon and they aren't able to log on to the system and users logged on are complaining of long delays going from t-code to t-code. How can you troubleshoot this problem if you can�t get to SM50 or SM66 or even logon? Why is this?

Below is details:- On client side working on SAP GUI print setting in Billing printed copy are problematic...( The problem regarding the improper arrangement of Numerical figures in Excise Invoices )....for your knowledge for easying the problem solution:- 1. from other system when print given the print is ok 2. there is no problem in printer 3. A role needs to be assigned to the end user as well as production manager. But only the production manager should have access to change the functional status and the end user should not. The role has the authorization key and status profile for functional location. please tell me how do we restrict the end user from changing the functional status, but the role needs to be assigned to both.
