i understand your problem
if you want to calculate shuttering in a genral rasidential
building so you can consider 5-6 Sqm / Cum of conc. but
when you talking about foundation it reduced up to 2-3 Sqm/
Cum, ultimatly there is no as such thumb rule but we can
adopt a value by our experience...

Shuttering Qty can be taken as approx.5-6 times the volume
of concreting.
i.e. for 1 cum of concreting approx. 5.00sqm-6.00sqm
shuttering is required.

look shuttering are done to cover the concrete to a
minimum period so that it will become hard. it's
calculation are done by sqft or sqmt. for one cubic mt
concrete it can calculate by covering the area of structure
in length x breadth or height.

Approximate Shuttering value 1:8.88 it is standard shuttering volume. The standard column size 300 mm X 450 mm, Slab thk is 125 mm, plinth beam 230 mm X 350 mm, Beam/ slab beam 230 mm X 450 and foundation shuttering will less then above average shuttering quantity 8.88 Sqm per cubic meter

for shuttering point of view, there is area of concrete work is important rather than it's volume, e.g. 1 c.m concrete
can be spread on the 2 sq.m and 1 sq.m that is why it design by covering area of the concrete.
