choke is used to initially increase the voltage about 800v -
1000v , which ionises the respective gas(argon) in the
tube ,without choke tube light will not glow .

For the tube light to turn on an initial surge is required
which is produced by the choke
if there is no choke tube light will not turn on

Choke is required to produce initial serge in the circuit with help of capacitor located in starter ( I C resonance circuit). This surge helps to connect the both the ends of a tube. So initially we see flickering. That is one kind of attempt to establish the tube path. As soon this path takes place choke limits the current to protect the tube filaments. Therefor when choke get short tube also fails. Choke function 1) To produce Initial surge. 2) Limit the current to protect the tube filament.

The tube light cannot function without a choke. High voltage is required for ionisation of the argon gas in the tube light which is generated by sudden break of the circuit by the starter. The value of high voltage will depend on how fast the contacts within the starter opens. If due to aging the contacts within the starter is not opening as fast as it should then also the tube will not work as the Choke could not generate the required high voltage. Once the tube light comes on the starter will be out of the tube light circuit and if you remove the starter nothing happens to the tube light. Because the current takes shortest path of from filament to the filament through the ionised gas and the starter circuit is bypassed. The function of the choke, once the tube light comes on, will be to limit the surges in the input voltage.
