Choke is required to produce initial serge in the circuit with help of capacitor located in starter ( I C resonance circuit). This surge helps to connect the both the ends of a tube. So initially we see flickering. That is one kind of attempt to establish the tube path. As soon this path takes place choke limits the current to protect the tube filaments. Therefor when choke get short tube also fails. Choke function 1) To produce Initial surge. 2) Limit the current to protect the tube filament.
