while doing billing the system picks pricing in 3 scenarios.
1.order-billing
2.delivery-billing
3.billing-billing.
These three will happend automatically when we make
copycontrols between those three.

and order tobilling but it mostely taken fro the condtion
table vk13 or even condtion records vk30
