Header conditions can enter only in header level and item
conditions can enter in item level only.

header condions are enterd alwayes in the manually in the
condition screen of the header level,header condion do not
have any access sequence, no condition record and conditon
techique.header level is appilicapable entire document.
where item level perticularly selective item only.
