Why we need to configure Develpment system as Domain
controller? and can we transport requests from PRD to dev ?

We can create domain controller as any of the systems(i.e
DEV,QAS or PRD).But, Generally we maintain all the change
request in DEV and we don't do any changes in PRD Systems.

NO you cannot transport requests from PRD to DEV because
Landscape is desingend based on single directional means
DEV-QAS-PRD not from reverse.
