There are different functions performed by business partners
such as sold to party,ship to party,buyer,payer each of
these functions can be performed by same business partner or
different business partners,in a partner procedure we can
determine which partner function can or should occur in a
partner object,by assigning a partner procedure we can
determine for which account group,which sales document types
and for which item categories this procedure is valid

Partner Function is basically partners involved in the
business process

Sold to party (Mandatory in SAP)
Ship to party material is delivered
Bill to party Bill is sent to them
Payer Who pays
Forwarding agent Who helps to transport/clear customs
etc.....

While creating account group for customer, we have to
assing partner procedure and partner determination process.
Otherwise while creating customer, partner functions will
not appear (For related account group0 & new customer can
not be saved. It will throw error. Similarly you can not
create sales order & save it.This is mandatory requirement
in SAP.

As per Subha there is no partner determination for Material

Partner determination could be at 1) Customer Master 2)
Sales Document Header (TA) 3) Sales Document Item level 4)
Delivery 5) Shipment 6) Billing Header/Item 7) Sales

Partner function means Specify the customer placing the order
with the company.In order to get the Required partner
functions while creating the customer by using a
corresponding account group, we have to mentain partner
determination procedure

IN sales order for a line item for that material i want the updated price for that particular line item instead of every time going to vk11 and changing the price for that material i want the updated price for eg if the material cost is 100 rs and updated price is 110 rs i want the updated price to be trigger for that material when we give that in va01 with out maintaing in vk11
