Generally In transformer Tap Changer on HT side, but I have
seen in 66KV side in 220/66 KV, 100 MVA, Areva make
transformer. Why ?

Maximum tap changer connected in HT side because due to
high voltage current level will be low and during operation
of OLTC low current will pass and there will be less risk
to operate on load

The purpose of OLTC is to regulate the output voltage
constant as per rating plate, but the incomer supply
voltage is variable in kind, so as per incoming supply
voltage the winding turns are selected according to voltage
per turn designed by maker and as per available incoming
voltage incoming side of transformer winding turns are
selected, means OLTC fitted in primary side, it may be LV
or HV side.

it is depends on where it is used. if 66kv is in grid side
then it must have to be controlled in 66kv side.
