tha potential of earth is 0 volt. When we measure the
potential between them then the maximum line voltage is the
maximum potential between them.

I think the voltage between line & earth voltage should be
line voltage. i.e. in 230V system, voltage between line &
nuetral or line & earth should be 230 Volts.Then only test
lamp glows between line &earth or line & neutral.

It is line voltage only.If you connect line( Live wire) and
the earth with a suitable wire the fuge will melt.

At balanced condition, the voltage between them is Zero.
If there is any unbalance,then only some amount of voltage
exist between them.(since current flows thro' neutral at
unbalance)
