We have a person in PA whom we need to be blacklisted and
see to it that his name is not taken during
recruitment /hiring / rehiring in sap hr. Is it possible?

You can create the "No Rehire" subtype (if you don't have
one) for Company Instructions infotype.
So, you can carry out the personnel action "seperate
employee" and choose "no rehire" during the Infogroup.

We can exit the person with subtype termination and put a
condition that with this exit reason person can not be
rehired.
