All the system logs reside in the directory
\usr\sap\<sid>\dvebmgs<in>\work directory. but it is always
recomended to use at sap level st22 and st21 transactions to
view logs.

Yes you can check logs at os level
1.work directory contains all log files.
2.you Can find bg job and Spool logs in Globel directory.
3. For Transport logs ALOG and Slog and Ulog directories
are usefull.

2)Telnet from a remote device
3)SNMP
