Cost elements are created at controlling area level. All companies assigned to the same controlling area will be able to use those cost elements whether it is primary or secondary.

Keep in mind that you may only assign a company to a controlling area if they both use the same chart of accounts. Additionally, primary elements are created for P&L accounts and secondary elements are used internally in controlling with no link to GL.

we can assign cost elements in FSOO and KAO1 also. Primary Cost elements can Create at FI and controlling level also. But secondary cost elements can create at controlling level only.
For Primary cost elements creation GL A/c is must

I'm facing a problem while posting a transaction, the errors showing "withholding tax amount exceed the total line item." I know the anmount calculated is more than the Base amount itself. But as i'm not a FI candidate, I want to know from where I have to change so that I can do the transaction, condition is that I cannot change any rate and code of ewt tax. Pls. help me out, it's urgent.
