There can be different reasons ,
1 schedule line for line items are not confirmed
2 items are not relevant for delivery
3 you are not enterring correct delivery date or shipping point while creating delivery

1. there is a delivery/ credit block on the sales order.
2. you require to create TO
3. schedule lines are not confirmed
4. copy control settings are not done in VTLA
5. you are under or over picking
6. there are mpore than one scheduelines when cust wants complete delivery by law.

There might be many possibilities for this.

But basically Delivery can be created after 7 the day of Sale order Creation Date except Cash Sales and Rush Order(Where immediate delivery is done on the same day).

Ex...If you have created SO order on 1st Feb try to Enter the delivery date as 7th Feb or more...
