As-IS is the document in which the exsiting procedure of the claint mention and the To-Be is the document in which how the claint wants to implement the sap in their organisation.

In SAP this is a second phase out of five.
In this phase we creates the BBP (Business Blue Prints) into
2 parts
1st AS-IS and 2nd TO-BE.
In AS-IS we mentions business flow or activities of business
what company using.
&
In TO-BE we mention how your business look in SAP. (And
additional activities if company wants)

When A client provide a business blueprint he mentions that
what will the change in new system(Implemention). If there
is no change from last system(Legacy system) called AS-is
but if there is change in new system(Implemention) it will
called TO-BE.
