Fastest way:
For a Single user: SU01-> Profiles and add SAP_ALL.
For multiple users: SU10-> Profiles and add SAP_ALL.

In case go GRC we can go for Firefighter but without GRC you have to activate SM19 and SM20 audit logs so that we can track the reports and moniter there is no misusing of SAP_ALL access.
