If you attempt to ceate roles with Functional tcodes
automatically it asks for maintain org levels in
authorization tab PFCG.

Usually we can maintain org levels in derived role concept.

While creating role in PFCG, you will ADD Tcodes in MENU
tab according to the business requirement, in those tcodes
contains auth obaject which contains any organization
fileds then it will prompt to maintain organization field
values in 'Authorization' tab

As also this depends up on the business requirement.
