There is no Limit on adding users in SU10, to add more users that the screen limit you need to click on the "Authorization Data" and then it gives another screen where you can paste the User Ids from the clip board.(as may as you like)

Initially you to fill the 19 users in SU10 screen, If you want more users, click on authorization data. Here you select or Choose more users.

9999 user is a limit, then you can use su10 again, however big su10 limitation is a performence. try to delete 50000 accounts with su10 and you will understand why.
