The lap should be considered with bar 20mm, i.e 40D = 40*20... and the length of the lap should be provided in the lesser dia 16mm.

20 mm dia will be in consideration,because if we consider 16
mm, then 20 mm dia will not get its fully development
length.but in case of consideration 20 mm both the rod will
get there development fully.
