Yes it is possible, you can create an access without account key in it, even standard access sequence KOFI contains such an access - table 4 with sales organization only. the account determination works fine with this access.

Yes, it is possible to do account determination without account key. as acc key is a optional factor. we can use general table which is without acc key and assign to access sequence.

Yes, Just check standard SAP setting in Account
determination. Not all the account determination tables are
relevant to Account key.
