Role can assign to user through PFCG or SU01.
You cannot assign a tcode to user

A tcode can be assigned to user using the standard profiles and these standard profiles can be assigend through profiles tab in su01

Direct assignment of tcode to individual user is not possible in SAP security. Should be done by assigning a role only.

instead of that we can assign profile, which is already existed role having desired t-code

Go to SU01,,
type username and chnage the user data/...

in MENU tab add trasactions..
add a tcode..
save
