It is a case of short circuit, in short circuit voltage
drops to zero & current becomes infinite, this high current
sences by protective relay and circuit trips.

Its a symmetrical fault when 3phase line are connect each
other at that time its voltage is zero and current go at
infinite level which can be trip by relay. if relay are not
present it will effect the system equipment and load.
