The question itself is not a relevant one. Binding wire
quantity varies for different kind of structural members
depending upon the design at different region of the world.

We, at UAE 've a thumb rule to estimate for this to
consider as the 2% of total quantity of steel for the
perticular project.And it worked out approximately correct
for the almost of all projects in my carrier.
