in a live circuit with a light bulb such that the bulb is
off by a switch, is the light glows if the switch 2
terminals are both touched by a mouse?

yes b'coz the neutral is common for all the load in circuit
and only phase is connected with any type of switch in
series with load so if the both terminal shorted the circuit
will complete and the bulb will glow however depends on the
duration of teminal shorting.
