In S&D we can List and Exclude materials based on our
requirement. If condition records are maintained in both
listing and exclusion, system will thorugh an error
message "material is excluded " while creating order

You can list down a set of materails which are only billed
to the customers. Or exclude some materails which should
not be billed to the customer. But once you listed then
you need to add all the new items which needs to be billed
to that particular customer. It is always better to use
exclusion.

exclusion the preference goes to exclusion.... the result
will be as "material is excluded".
