Cement can not be substituted by fly ash
Only some specific amount of fly ash can be added to cement
to reduce the cost of cement.

Fly ash can be used as a filler material along with cement.
The advantage is that there is savings in terms of economy,
fly ash -waste material gets utilised (eco-friendly). But
there is deduction in strength of the Concrete
