contract demand is also called billing demand and it is not
likely to be exceeded by the consumer.It is the assured
maximum demand.Max demand is the actually recorded one
during the month and the consumer will be penalized if this
exceeds the CD as per applicable rules formed by the supplier..

Contract demand is the demand(load in terms of KVA/MVA)
based on the customer requirement with power supplier as
per the supply agreement. Maximum demand is the maximum
load recorded during the billing cycle (usually a month)as
per the power supplier. Billing demand is the demand
charges billed by the supplier based on maximum demand
recorded and contract demand. It varies depending on the
power supplier. For example in Karnataka state all
Electricity Supply Company under Karnataka Power
Transmission Corporation, bills based on 75% of the
contract demand or maximum demand recorded whichever is
higher in a month.

Maximum demand is the demand where we are utilizing the electricity maximum on a particular time period.

Contract demand is the total power (KW or KVA) required by the customers and written agreement done with supplier.while maximum demand is the peak load recorded for intervals of some particular time such as 15 minute or 30 minute.

I think ,span of time for which the maximum power is used is also important while defining contract demand. In Maharashtra state, maximum demand for a continuous span span of 30 minutes is recorded in the meters and billed as contract demand.
