idally u can says 0 volts,but practically it is not
possible to attain 0V due to soil or environmental
conditions.it might be as low as possible near about 1-2V

Otherwise put water ,check earthing wire....etc.

because of UPS Output is connected generaly with isolation
transformer output is always star so neutral is ground so
voltage between star and neutral is always minimum 0 or 1
around.....
