because starting torque requirement of fan is more than the
motor can supply.when we push the fan by hand the torque
requirement for running the fan is supplied by the fan
motor.

It is occurred by magnetic locking

Is because of the accumulated dirt inside the fan shaft.
Clean it and apply some oil lubricant on the shafts an it
would rotate again as normally as how it was before when it
was clean.

Coz Railway fan runs through Dc
So There is no capacitor in that so that if there is any
jam by some mean then we can can rotate slightly manual.
