Question not clear...
Themocouple means "two dissimilar metal joined together at
one end" If again you want to short the other end also how
can you measure mv?
or how can you connect it to the terminals or measuring
device?
what will be the polarity.

Generally thermocouples has two wires, this two wires are
positive and negative terminals. this two wires are used to
measure the voltage generated because of temperatures. If
this two wires are sort circuted, you cant measure the
output of thermocouple. ie you cant measure voltage with
two wires short circuted.

temp is zero once shortcicuit fuse will damaged so temp
showing is 0
