because for a current flow, the circuit should be closed
otherwise there is no current flow takes place
eg: battery.
when the voltage source is open then there is no flow of
current.
if we connect a load to a battery then current flow takes
place.

I disagreed with "Magbool", He is talking "in case of open circuit,voltage is equal to emf of cell but current is equal to zero" only for an ideal condition but in practically this is not possible, Bcz a little amount of current goes in the Voltmeter circuit. To prove my statement:
If there is a current then definitely there will be a voltage across the medium (resistance). Its OK the input impedance of voltmeter is much high but practically not infinite, therefore some current will go inside the voltmeter.

no, when a supply is connected to a load and if the load is
not drawing any power then there will not any load and if
it draws power the current is created, so current is
created only at the load end

but guess circuit is close from main source & there is so
distance anothere breaker is there so what about power
losses.

No, as per asked question it is not true that if there is
voltage then there will be current, but if there is current
then there will surely be voltage.
* Voltage is only a pressure for the flow of charge but if
there is a pressure then it is not necessary that current
will surely flow because current cannot flow without of any
medium but voltage/emf can exist in open circuit.

voltage like pressure...........
ex.take a water tank,in upper hole water comes slowley,
in under hole water comes very fast,because of that
pressure,when current flows in high voltage u got a heavy
shock,when current flows in low voltage u got a minor shock.
