One of the constraints while dealing with Free Goods is that they can be used only with Sales Documents which have Category C. So, in Consignment process, Free Goods can be used only at the time of Fill up and Issue, depending on the process followed by the business. CONR is Category H, so here it cant be used and does not make sense too, and Cons Pick up, again, it doesnt make sense.
Use Free Goods determination to have free goods in your order type. It includes having a pricing procredure for free goods, a condition type in the main pricing procedure, condition records have to be maintained. You would also be required to define if the Free goods have to be on the pro- rata basis, Whole units or related to unit. And also whether the free goods are Inclusive or Exclusive which you will while creating Condition records. there is a button Exclusive on that screen.

Item Usage have to be FREE when to decide on the Item Category.

we can provide free goods in consignment process at the time
of blling i.e during consgnment issue only .

That is during consigment issue only the ownership changes
and we have both pricing ; picking and billing and thus we
can bill for few goods goods and assign a few goods as free
items to thoses goods as fre items and can do it in the
condtion table ( vk11) or in vbn1( freegoods determination)
and no whereelse w can go for free goods

i think we must be defined while maintaining the PIR for
this vendor & material.. i.e scales
here free goods are 2 types inclusive and exclusive.
inclusive free goods are the goods of same material type,
exclusive free goods are of different material than ordered.

ex: if you procure 50-75 qnty, 5free goods delivered
