Not possible to transport one or two users in client copy we has to copy all client users by selecting profile SAP_USER by using the Tcode - SCCL(local client copy).

OR

transport the user from one system to central system for central user admin then u have to use SCUG t-code.then follow the wizard put some entries for user transport.
