capacitor is load free component but why ampare meter shows
the current when the capacitor bank breaker close?

Whether inductive or capacitive the load is,the ammeter
that is connected in the circuit will continue to deflect
its needle.Means the ammeter measures apparent current in
the circuit.It doesnt matter to the ammeter whether the
current leads or lags the voltage.
