Before start up a plant need to cheek instrument range, connection, parameter, soars. different cheeking only help of p&id.

Earthing should be done properly and proper earth resistance value...
Electronic earthing and body earthing..
UPS supply availability, all the cables.,

ensuring laid,terminated and loop checked okay...
PLC- SCADA PCs all Ethernet cables laid and terminated as per system architecture...
