Enhancements and user exits are closely related and both are created to adopt customized business process or functionality.
And this is done when standard sap could not provide or fulfill the requirement.

Enhancement can be a change in existing config/report etc.
And userexit can be z config to be created with help of routines,formulas or simply called abap code.
