i don't no in site but according to my knowledge if the column is with in the core there is no problem other wise any eccentricity u have change the design considered moment with respected to axial load

that was design the column with moment+axial load

Bring it to notice of structural engineer, Let him to give the corrective measure as he is the design auther and he is going to give the stability certificate.

because shuttring space or clear cover between bars and concrete thickness due protect the bars due to corrosion. due my experince
