generally we use this constant for rod lap (58D) D=diameter of rod ( answer in mm )
while we connecting 20mm rod to 20mm rod lap will be (58x20=1160mm)
connecting 16mm to 16mm lap is (58x16=928)
in this question 16mm rod is laid above 20mm rod , so lap length min 80mm max 928mmm

When two bars of different dia lapped together, lap length is provided based on lower dia.
Here both both 20 & 16 mm used. So, lap length is based on 16 mm. Normally, we provide lap length 50 times dia of bar. So lap length in this case will be 800 mm.
