shuttering of course is the framework done before concreting but centering is done while shuttering for proper placement.
to construct an arch ...we need to do shuttering perhaps centering.

Shuttering is formwork which is used to shape up footing, column, beam , slab as per there given shape and sizes. While centering is process of marking center over actual site as per drawing
