Is there thumb rule to calculate how many Insulators to be used for Transmission line of different ..

normally in case of suspension type insulators ,each
insulator is designed for particular rating like 11 kv ..so
for 33kv transmission we need 3 such insulators.

This calculation is not applicable for higher voltages,ie
can we use 37 insulatore for a 400 kv line ?
