All the customizing development changes comes under the work bench organization to transport the objects,
All the functional data comes under the customizing change requests as local requests,
The transport copies, Data transport to another system not existing the transport system. ex: San box,
If u want to change development work to another place with using the package to permanently, without using package temporarily to another place.
