my N-P 230 VAC at 3 wires but i haven't any voltages at phase
to phase whither my supply is 3 phase, why i haven't received
these line to line voltages ?

The live wires are connected to the same phase

I suppose that you are having 1 phase supply with
phase ,neutral and earth in 3 wires and you tried to
measure voltage between neutral and earth.
