bank for(buyer), the buyer's bank deduct with holding tax
from foreign remittance, actually who is liable to pay the
with holding tax, (buyer or seller)?

In the given case the Seller is liable to pay the WHT to their Federal Authorities on behalf of you buyer and buyer is liable to pay directly to seller.
