A little more clarification in Prahlads answer:
While 'earth' is the universal ground, 'neutral' is the
local ground of a circuit or a loop.
Secondly, 'neutral' completes the circuit whereas 'earth'
is not meant for this.

application, this diffetrence MUST be less then 0.3V

The voltage difference should be idealy zero but
practically it depends upon application. Normally it should
not be more than 5 Volts.
