Current always flows through low resistance path. since the
birds body resistance is higher than conductor resistance,
thats why birds does not get shock when sitting on
transmission line.

when birds sit on transmission lines, the potential between
two legs of it, would be very low.Also, it body has its own
resistance to withstand minor current following from his
body thats why it doesn't get shock.
for examples it body offers resistance R= 1000 ohm (Approx.)
and potential difference between two legs V=1V (Approx.)
then current following from its body I=1/1000 = 0.001A
which doesn't harm its body.

the bird is coverd by a layer of nonconductive thing.
