when birds sit on transmission lines, the potential between
two legs of it, would be very low.Also, it body has its own
resistance to withstand minor current following from his
body thats why it doesn't get shock.
for examples it body offers resistance R= 1000 ohm (Approx.)
and potential difference between two legs V=1V (Approx.)
then current following from its body I=1/1000 = 0.001A
which doesn't harm its body.
