check the length, width, depth and cover required for the slab further check the structural steel drawings for the bend and for the L are any other reinforcement clarification. then deducted the cover and add the bends and L to the given length and depth in case of slab and stirrups and total hight in case of columns gives the cutting length

Column floor to floor ht Say 3.0 m
Development length = Say 36 times diameter of main bar
Total length of One bar = 3+ Ld

Slab cutting length workout as follow
Base on slab supporting condition development length decided.

Cutting length=Clear Span+Ld(development length)+Inclined length-2*45 degree bend

clear span=length of span

Ld=40D

D=Slab thickness-2*Clear cover-dia of steel bar

Inclined length=0.42d
d=dia of steel bar

45degree=1*d
