Both styles of meters are appropriate for water flow.

A vortex meter is like a flag flapping in the wind. The
alternating left and right vortices that form as the water
flows over the shedder bar are generated at a rated that is
directly proportional to the velocity of the flow. The only
down side to this is that at some point, as the flow
decreases, the vortices will not be generated anymore. This
is like the flag hanging down in a low wind. This minimum
measurable flow is a characteristic of vortex meters.

Magnetic flow meters use the fact that as a conductor moves
through a magnetic field, it generates a voltage. The meter
sets up the magnetic field, and the conductor is the fluid
that is flowing through the meter. So, the fluid must have
some conductivity. Not much is required. Some meters only
require one microsiemen of conductivity. The advantage of a
mag meter over a vortex meter is that it can measure flow
much closer to zero. They tend to be more expensive as well.
