we can use on both sides?

Primary winding is used for giving in-put and secondary
winding is used for taking desired out-put. Any change in
input causes variation in out put side. Hence tap changer
is placed at secondary side so that tap changes according
to input and keeps giving desired output.

As i know it is used at the hc side of the
tranformer.Becouse there are more windings on that side and
so it is easier to make a regulation.

Tap changer placed normaly on HT side .Because there is high
voltage and low current .Due to low current value we install
T_Chsnger on HT side .There are many advantages
1-No spark on T/F.
2-No Harmonics Are Produce.
