Due to partial fixity at support position of a beam/slab section, a negative BM occurs at the end position , and it means tensile side is now at upper portion of the section and compressive side at the bottom portion, i:e: a hogging moment forms, and as we know that concrete is more safe at comp. side than tension, so we provide bent up bars at the upper most part of it to resist that amount of negative BM.
